I currently hold a GCAA license (PPL + night) and am looking to transfer it ASAP also.
I would save your money and stay in the EU to do your training, unless you are going to be employed by Emirates on completion there really is no GA in the UAE so getting the license is pointless.
The cost to get my PPL was astronomical, I could have done it for a quarter of the cost back in the UK. I'll admit the ground school was thorough, and the flight training excellent. But the cost....
