Thanks for the link but I understood it was delayed.
The link provided doesn't really show it is mandatory from a specific date unless I missed it.
When they mention "delivery" flights, is that from manufacturer only or is it a wider spectrum such as "delivery to new owner, or delivery to an MRO" etc etc ?
There is a list of exemptions to which many airliners, B737-800, B757, Airbus A320/1 are exempt.
