Does it have practical significance ?
Not for VFR flying, I think. As I understand things, this is about the discrepancy between the ground level as calculated from coordinates through various algorythms describing the earth surface as a kind of ellipsoid, vs. effective local measurement. No one single measurement being totally reliable, of course.
