I just had the same, W10 and Chrome. It appears to be a cookie problem.
When I allowed second party cookies the pop up worked properly and allowed me to block the cookies. When the pop up disappeared I then reset Chrome to stop second party cookies. All seems to be working normally now.
Have you tried Ghostery? I've blocked all cookies including Trustmarc and no pop up :0)
