What we need is for everyone who is infected to pass it on to less than one other person, on average. If one person in that group was infected, how many other people are likely to be infected as a result? You would need a lot of cases passing it on to no-one to bring the average back down - which means stricter or longer lock downs for everyone else, more economic impact for everyone else etc.
