Likely a combination of the two. One of a fair number of aircraft to use the anonymous hex code A00000 (see that
PlaneFinder link). The Agusta spends a lot of its time in the UK and
AFAIK has never been noted using its allocated code.
The PF track also shows it arriving and departing Elstree without going anywhere near the runway.
I'll confess its identification was made easier as it was using its registration as its callsign.
