I'd interpret that as including commuting pilots as they have travelled to the UK to work or commuting to a non-UK base.
I don’t think that includes commuters at all. As a poster above mentioned
In the course of their work would be on duty, so unless you’ve operated or are officially positioning for duty then I’d say you’re out of luck.
