BHD has had a poor history from various operators at LCY in the past. There was a first iteration by Flybe (possibly they were British European then), and the Scot/Cityjet operation, both of which ceased before Flybe came back. There's not a lot of finance/media/IT industry, LCY's staples, in Belfast to tap into. Flybe did seem to have got to grips with it, and as described had moved it on from a Dash 8 to a contracted E90. BA are the only operator with current commercial and operational ties at both ends. But in the present situation I can't see any new route being started at all before things settle down.
