Correct, they have to go back to BA.
The interesting question is whether or not BA would voluntarily release slots at LHR for the Newquay PSO to another operator if someone asked. I don't know that anyone will, but that would certainly be a conundrum. They certainly have no legal obligation to, so I am guessing that the answer would be "no", but it might not be a popular answer in political circles.
