I agree with the quote from

Most importantly, there is no “standard” for separation of IFR aircraft in Class G airspace. Presumably the “standard” of separation is set by the least experienced pilot.
The Stage 4 AMATS changes of June 1993
here would have brought Class E airspace down to 1,200 feet at Mangalore. In this case, the Seminole might have had to wait on the ground for 3 or 4 minutes for a clearance, but the flight could have been undertaken safely.
