The difference is where someone wastes Police time. This is where they have not committed an offence as such, but their actions have resulted in the unnecessary expense of Police or maybe Defence resources. I don't think our 'lady of the flight' intentionally wasted Defence resources but rather it was Defence that was assisting the Police in the apprehension of someone who is now a criminal.
In that case it is operational costs, not training.
