If the committee voted against it because it did not comply with planning regulations or law, or was against the local plan, then an appeal would be unlikely to succeed. If it was turned down because they didn't want it then the appeal would be successful. I am guessing that the local plan hasn't changed between the election and the application being submitted, mainly because these things take a lot of time to write, and as the planning officers have recommended the application, which they wouldn't do if it didn't comply with all of the above, then the appeal will win. If the council wants to defend it then it can get very messy and expensive. This is only a small bump in a road unless MAG wants to sell the airport, in which case they either don't care or will try and sell with planning permission.
Makes you wonder why the democratically elected representatives of local residents are involved in the process at all?
