Definitely off-topic, but . . . That's incorrect. You seem to be referring to the building blowout panels, which are supposed to "blow out," of course, to relieve pressure inside the building. In the emergency, hydrogen built up inside the reactor buildings, but with insufficient pressure to release the panels.
