According to the BASIS accident report, the bird strikes caused momentary loss of thrust on two engines but during the subsequent rejected take off all four engines delivered full reverse thrust. The bird strike was at V1 with the result that the abort took place beyond V1. Along with various other factors, it was the abort after V1 that caused the over-run.
