Approval of the landowner, yes. It is not illegal to land there but Greece has a lot of CAA-approved helipads, most islands who have a sizeable population and no airport, like Ios, Patmos, Folegandors etc. all have big massive concrete pads (official ones, marked on the official charts, FATO, lighting, even PAPIs) so the Navy or Air Force can send their Sea Hawks or Super Pumas to pick up people in medical emergencies. Civilian companies are also free to use them, just make sure you leave space for others to land there too. You don't want to park in the middle and suddenly an Air Force Super Puma wants to land too.



Folegandros official helipad

I think what was lost in translation was that it is not an approved, official helilpad but an off airport landing site that companies use regularly.
