It could and should be Brize Norton. The London TMA is placed under immense extra pressure with an arrival at Stansted.
Though its a RAF base, I don’t believe the terminal facilities are manned 24/7 and I doubt they’d want to risk an incident at an RAF base too.
The government did decide to make Stansted the airport of choice. MAG on takeover of Stansted didn’t want it but the government insisted on it.
