So HAL - a private company - tell NATS a private company (less a golden share owned by HMG) go save us some money and put the tower there, as it will be in the way of our profitable shopping terminal. Please enlighten us, will the redundant tower be sold off & moved, or used as a unique roof top restaurant.

At LCY the old tower is no longer fit for purpose and as part of the terminal rebuild a new terminal is required.
NATS is not competitive on costs partly due to their “business” model of also being the en-route provider. NATS have lost ATC provision at LGW, BHX, EDI of late, all major contracts. Hence they’re leveraging their lead in technology to build out a digital option at LCY to save them even building a new tower. Also less likely to lose ATC contract at LCY if this can be done.

This proof of concept then allows a case to be made at LHR to use a new digital tower based in the main ATC tower, to run runway 3, removing the cost of a multi million pound new tower build and fitting out. That’s my understanding, if you know something that differs then please share.
