errr tweeting something is not the same as laying the groundwork... If that is the case I laid the groundwork for stopping Brexit, solving the plastic soup issue, getting POTUS kicked out of the UK, flying Concorde again, etc, etc
Don't give this dreamer too much credit... leave that to the press
