My suggestion.
They could get the FAA to certify it to fly domestically while the rest of the world looks into the whole 'can of worms' certification process for themselves. Then, in about a years time, we would all have a pretty good idea if the modifications being made by B, and the grandfather certification process etc etc are acceptable.
