A control system is made by the Hardware, Software, sensors and actuators. If a sensors fails and the system does not validate the data and use the actuators wrongly, the complete system failed.
In this specific case, MCAS would not have failed if would have discharged the erroneous date from the AoA vane....since he did not, MCAS failed
