One thing this thread illustrates is what a useless word "safe" is, "safe/safety" is a perception.
Grandma looking from the kitchen window at grandson poking the Bull Mastiff in the eye with a stick has a completely different concept of safe than said grandson.
We should all be talking about risk, which can be measured, and risk management.
I know it is trite to say it, but: "If you can't measure it, you can't manage it".
Safe is a dimensionless and largely emotive term, for management purposes (but not propaganda and spin --- because every sentient member of the public believes they know "what is safe") lets talk rationally about risk.
