A Squared. I am presently undecided on whether to assume that someone in Gavmen thought that this was a great idea, (for purposes unknown, but probably 'gris') or an extraordinarily blatant example of stupidity from someone in Gavmen!
I guess if you found out which construction company got the contract you'd know who thought it was a good idea
