I'm not sure I see any official "callousness". The relatives of the victims want an explanation and "closure", which is understandable. But despite spending vast amounts of money on investigations (and even having a commercial investigation with a strong financial incentive) it hasn't proven possible to find the answers (or the bodies). I appreciate this doesn't satisfy the relatives of the victims, but as far as I can see the "officials" have run out of magic wands to wave - you can search around the inside of the hat for as long as you like, but you'll only find a rabbit if there is a rabbit in there to be found.
What further action are you suggesting "the officials" take?
