@Jaair - perhaps there is some other document you can provide to prove residence - why would an Utility bill be addressed to you? I do not get the point why do they ask for it.
The criminal record certificate in my country is also provided within minutes when requested in person.
A utility bill is an accepted form of proof of address, but they also accept bank statements I believe.
