You only have to pay extra to select a seat in the cheapest fare class ('Fly'). An allocated seat is included in the price in the 'Flyflex' and 'Flyfex+' fare classes although you can complete a reservation for those classes without choosing a seat (and have it allocated at check-in). Only fares in the 'flyflex+' class are now available. If that was due to demand, then all the 'flyflex' seats would have sold out and since they include a seat reservation in the price then it would be reasonable to expect some of those bookings to have reserved a seat at the time of booking and hence show as occupied on the seat map.
