I read up on this and CLB is a company option to avoid max thrust as a fuel saving measure, it has no "official" standing in any regulations. It is simply an instruction to the FMS to not use inefficient, costly high thrust. At higher altitudes it might not be aggressive enough to maintain level flight and some altitude may be lost.
