so what you are saying is I am driving down the road, someone stops at traffic lights and I hit the back of them and it is the traffic lights fault

But if the other guy intentionally stops where he is not supposed to, where he is not expected to be, i.e. in the middle of the road behind a blind corner in poor visability, then it's not
solely your fault, is it?
