So just to be clear, and this is my current modus operandi:
Unless specifically cleared for either/both the localiser and glide slope / ILS, the "report localiser" is a defunct command and so I will not join either the lateral nor vertical part of the assumed procedure.
This seems like basic RT comms but I know in CDG for example, they have a specific alleviation that when within a certain angle of the localiser, aircraft can assume they are cleared. That said, this is specifically charted for that airport.
