Flight Planing

I will apreciated very much if anybody can respond to these questions according to JAR:
1- On an NON ETOPS flight, when will you use the additional fuel apart from not having a destination alternate?
2- On an ETOPS flight, ones you enter on a ETOPS sector, if for any reason an en route alternate becomes anavailable, are they any regulations about this subject?
