A320 SRS Mode
In the A 320 the SRS Mode engages automatically when the thrust levers are set to the TOGA or FLX/MCT detent providing
-V2 has been inserted in the PERF Takeoff Page
- The Slats are extended
-The aircraft has been on ground for at least 30 seconds
Wish to know what is meant by "at least 30 seconds". Any aircraft will be on ground for more than 30 seconds anyway.

The FCOM information is divided in different phases and the sentence about SRS needs to be read in relevant chapter. The sentence quoted is from TAKE OFF sub chapter and is with reference to only take off phase. For GO AROUND phase SRS engagement, it should be read in GO AROUND page which is quite clear and is as follows:
Setting at least one thrust lever to the TOGA detent engages both SRS/NAV modes, if:
‐ The flaps lever is at least in position 1, and
‐ The aircraft is in flight, or
‐ The aircraft has been on ground for less than 30 s (AP disengages and can be re-engaged 5 s after lift-off).

@Boyington it will be available in go around as per vilas post.
If you don't set thrust levers at TOGA, as far as the aircraft is concerned, you're not flying a go around; the FMGS won't enter GA phase and you will sequence the flight plan, i.e. you won't have any to waypoint (you won't be able to fly the missed approach in nav mode)
