A320 Rudder Trvel Limit.

The A320 FCOM says "Regardless of the aircraft speed, therefor the maximum rudder deflection , full ruder pedal travel remains available. However, except at low speed, maximum rudder deflection is achieved before reaching maximum rudder pedal travel" what do they mean by this?

Just what it sounds like. The RTL limits only the rudder itself, not the pedals. Thus, you can always shove the pedals to the stop, but the rudder will only move as far as the RTL allows it.
