I have tried to configure F2 and then Gear Down and all of that with ATHR still on. Aircraft is still perfectly under control, but of course this is with an optimum CoG position. Maybe in case of a CG close to the limits (FWD or AFT) it could be different, haven't tried.

If you have been following the discussion in the thread "Simulator Training for strong crosswind landings", you will see some of us are concerned about sim fidelity. Your experience above reinforces the idea that the sim is easily managed despite doing things contrary to QRH guidance. The aircraft may behave differently - else why did Airbus bother to write the QRH procedure?
The sim is great for practicing the correct procedures - but don't believe the sim is 100% accurate.

Well that is one way to read it! Yet the Loss of B & Y Hyds (again with single Elevator) does not have the same restriction.
The other way to read it is that that with the loss of G & B Hyds, A/T should be off in order to help control pitch and the aircraft should be in Direct Law before the selection of Flaps.

F2 Max speed 200 Kts.
It appears it had more to do with gear extension than flaps.
