Can anyone explain why in auto the thrust limit never cycles to CR on level off but rather stays in CL? Thanks,

Because there is no such thing as cruise thrust limit. It's the same as climb.

You are incorrect. If you see in QRH there is MAX CRZ and MAX CLB tables and they are different. It is basically a design choice because you may climb again. At final level you select CRZ manually. This also is not a good idea because in turbulence MAX CRZ thrust may not be sufficient. Since it is only a limit thrust good idea to leave it in CLB.

ahramin - seconded, I have the CL and CR buttons staring right at me

vilas - Makes sense to me, I have never seen anyone manually select CR in cruise, thanks

I stand corrected. There is a Max Cruise, but it is not a limit. Couldn't find those tables in the QRH but mine is many years out of date.

I suspect Vilas' explanation is as good as it's going to get. You don't want it to limit to Max Cruise, as you may want more.
