ltcg arrival chart

vor -dme
today ils is out of service so vor -dme approach is an indirect approach does it make it circling approach ?if you are inbound to tbn vor from south at altitude 6000 feet and over tbn vor you don't have runway insight can atc clear you vor dme 1 approach ? if yes why ?
