Question Swiss precission & "Braking Action Unreliable"

Anyone know why the Swiss authorities issue this statement (or similar) with their B.A. reports, and what implications does it have on your use of those reports ? Do they have a real technical reason for doing so, or what ?

Some MU meters are unreliable on'wet' runways
,but work okay on 'Slush' and up.
Canada suffered this concern.
