Confusion about what is said and what is heard - changes what is understood.

What is said by industry: We don't want you to allow simulator checks without motion.
What is heard by the NAA: We want you to allow simulator checks without motion.
NAA Response: We are glad you feel that way.

What is said by industry: We want to do only what we want to do.
What is heard by the NAA: We need to know what it is we are required to do.
NAA Response: We are glad to know you approach this issue as professionals.

What is said by industry: What do we need to do to convince you to treat simulators like airplanes?
What is heard by the NAA: What do we need to do to convince you that simulators cost as much as airplanes?
NAA Response: We hear you and we will make adjustments to accommodate your concerns.

What is said by industry: Do you understand that we want to take advantage of what you let us do?
What is heard by the NAA: Do you understand that we are going to be professionals about what we do?
NAA Response: ...and we would expect nothing less.

What is said by the industry: So, we can cite "confusing rules" and you'll take the blame if we screw up?
What is heard by the NAA: So, if we are confused about what we're doing you will keep us from getting it screwed up?
NAA Response: That is what we're here for.

What is said by industry: Are you idiots?
What is heard by the NAA: Are you serious?
NAA Response: Yes, of course we are.
