According to Lido, LLBG/TLV RW30 has a QFU of 298.

All published approaches to RW30 have a final approach course of 297.
That includes the ILS, RNP Y (AR), RNP X and RNAV visual SOSOT.

So I guess the answer to your question is, “no”.
The 1degree difference happens at some airfields (e.g.LHR), is normally non-existent in reality and is due to database or rounding errors.
