I believe as with many things in Japan, it is theoretically possible BUT practically impossible.
As a foreigner you will need to train with an Airline to obtain a CPL or ATPL.

There are flight clubs and flight schools in Japan...., they will gladly take your money and get you a Japanese ATPL..., but when the Japanese themselves go to California to get their ratings..., that should give you an idea!

So damn expensive in Japan that is worth it to head out to Cali...! Airline ticket, hotel and all
But if you still have your heart set on it..., I'll try to fish some info for you from one of our Japanese contract pilots that moonshines as an instructor.

@pacificdream...., The preliminary information that I have thus far is that there are 3 schools in Japan that will see you thru the ATPL but the first stumbling block is that training is done in Japanese.
And as I said before.., flight hour is upwards of $500...!
Not sure this is the best use of resources to get a job here though..! Right now there are a few jobs available in Japan..., just start applying and even if you don't get the job you wanted, all of them will take you through the process of obtaining your ATPL.., remember that Japan is not like China, there are no restrictions once you have your license to apply at any other job.
