I heard from a friend of mine who is still there that VNA is upgrading expat FO's so that they can make room for Vietnamese cadets when they become FO's. Since the current expat FO's are getting the first chance to upgrade it will be a while till that pool is exhausted and DEC are hired.

I actually know the reverse. VNA is NOT upgrading expat F/Os anymore; heck, it is NOT RENEWING most of the F/O contracts as they are planned to be replaced by local cadets.

Solipsist you're wrong , a bunch of my Italian and Spanish friends on A320 did their command upgrade interview just a couple of weeks ago.
The plan is to upgrade the expat F/O's they want to keep / sack the rest, by the end of next year to make way for the cadets, but certainly there's plenty of upgrades still ongoing until that process is complete.

Luke Skytoddler: Any idea on whether they will start recruiting Captains? I see that they have placed fairly large orders for 320's, so there's got to be a need soon. Also Rishworth have just put my application on hold, saying they will be recruiting soon. But i have no idea, how soon

I suggest, don't rush in joining VNA, not really as ideal as you might thought it would be, esp if you're based in Hanoi. There are better options out there for type-rated captains on A320.
