WHY doesn't some enterprising individual (or consortium) level-off the top then it could be used as a landing deck. THEN dwellings could be excavated into the rock (yer wouldn't want to live ATOP the rock what with all those seabirds squawking and sh1tt1ing).

I believe (though I'm uncertain) that 'the scale' (it might NOT be the Beaufort) goes up to 14.
Is it logarithmic?

No mention of 14

In August 1969, Hurricane "Camille" hit the Mississipi-Alabama coast with what would be "force 23" winds in an extended Beaufort scale: 200 mph to 213 mph. However, the Beaufort scale is rarely extended (if ever) beyond force 12. Instead, the strength of hurricanes is described with the following scale:
