I bet most airlines' SOP already have a requirement for both the flying pilot, and the non-flying pilot, to each verify that sufficient go-around thrust is set.

I suspect the gear was still being retracted when the aircraft settled onto the runway.

Only if he actually had his hand on the thrust levers. I see too many pilots think they need two hands on the control wheel.
