The form asks for justification... The lady at the CAA advised me to make the hours up and retake the test as it was "Highly likely" that further training and another skills test would be advised...

Correct, however they said there would likely be 'clauses' if they were counted such as additional training and a second skills test... so you may well pay the 50 quid to find they make you do extra...
