Of course it is the taxpayer. Border and Customs cover the whole country not just airports and infact airports are only a small part of their remit.

When you see what they have done at MAN and LBA and to a lesser ammount at other bases
that have shaken the other operators and have always given a good product I can seem them
doing equally well...

BHX is in the same position as MAN was about 20 years ago
