TL in Moskow may be 50 or 60 in according to QFE pay more attention it!

Anyway ,You can request ATC to provide You QNH,and all meters levels for Russian airports have been converted and published in Jeppesen charts.

May be You meant some CIS countries,without Russia,
because in Russia we have used QFE and meters below TL
