Can confirm it was a temporary scaffolding platform for the air show. I was involved in its construction on land opposite the then officers accommodation. Just before the road/railway crossing.

I'm sure public transport is not high priority for DSA management. Maybe for workers and spotters, but the bulk of people passing through DSA (and the other regional airports) use cars or taxis....
