AFAIK this is currently voluntary. However I have seen that the Virgin MPL specifies that flight training will be carried out in AZ. This matches my last conversation with a senior manager...

easyJet use the MPL and Virgin Atlantic have announced the launch of one. I believe BA Cityflyer run an MPL through FTE.

BA do have some of their simulators at Cranebank but capacity is an issue...
