I'm not rising to that one - I never bet, but if I did, this would be one I'd like to lose.
However, personally I forsee a good proportion of those ships remaining tied up. I hope I'm wrong

If the Americans can't afford to keep those ships at sea, what chance have we got of manning our carriers? We've even less money available.

Well, if they were to go down the route of crewless frigates, then they'll have enough spare crew for the carriers.. DARPA are already planning such ships - see US crewless, automated ghost-frigate...
