I have never seen such a thing and I don't believe it exists in Canada. I've looked into this before as I used to teach multi-IFR and I'm quite sure Canada doesn't have those rules....

Yes, they say that but it doesn't mean anything. If you can maintain the minimum missed approach climb gradient then that's all that matters. It doesn't matter if you've lost one engine or two...
