That rumour seems dubious to me, but having worked with Indian outsourcing in a previous life, it's not that dubious.

My point is that they don't just let people develop software and hope it works when something crashes. They continually and deliberately kill random services in their system, so every piece of code...

We've had a power outage on one of our test...

We've had a power outage on one of our test servers trash the Postgres database. But that was because the operating system truncated a bunch of files to zero bytes when it rebooted, so I doubt Oracle...

That's only a big issue when you outsource to the cheapest bidder who saves money by not testing properly and has high turnover due to low wages, so the people who wrote the software have long gone...
