It is definitely incorrect for a T/L position above MCT detent in the case of OEI. FMA "MAN THR" mode engages, and thrust can be controlled manually by T/L...

1. TOGA is not allowed if Derated Take off, because Vmca is assured for rated thrust only for selected derated thrust.
